BS-III/BS-IV: who’s barred vs who’s exempt (LMVs = cars/jeeps/taxis)

  • Barred: BS-III petrol and BS-IV diesel four-wheelers in the five NCR districts listed above. Random checks at borders and in-city corridors continue.
  • Exempt: PwD-adapted BS-III/IV LMVs used personally by PwDs. Other essential/emergency exemptions follow routine GRAP practice as notified by police/transport.

Buses and public transport to Delhi

  • Inter-city buses into Delhi from NCR states must be EV/CNG/BS-VI; similar directions have been extended to inter-state buses from adjoining states (Punjab, HP, Uttarakhand, MP, J&K). Older-spec buses are not permitted.

Goods vehicles: entry and diversions

  • From Nov 1, 2025: Non-Delhi registered commercial goods vehicles that are BS-III or below are barred from entering Delhi. Separate to Stage-III, this is a standing CAQM direction for the winter period.
  • Stage-III traffic handling: Non-destined goods vehicles are being diverted at border entry points to ease congestion and emissions inside Delhi. BS-IV LCV/MGV goods carriers may be allowed only for essential commodities/services per police advisories; expect strict PUCC enforcement.

Fines & enforcement you’ll actually feel

  • ₹20,000 challan: typical penalty reported for barred BS-III petrol / BS-IV diesel four-wheelers under GRAP-III checks.
  • ₹10,000 challan: common for no valid PUCC. Expect border/inside-city checkpoints, ANPR cameras and VAHAN lookup.

  • Check your BS category (RC/VAHAN). If BS-III petrol/BS-IV diesel four-wheeler, don’t drive in the five restricted NCR districts.
